Added circular scales

Added tabs in user interface

Update2: Inkscape-0.47 changed its location for user extensions to ~/.config/. Added a hint in the README.

Set the default label offset for circular scales to place labels outside the scale.

Currently I try to find out possibilities for navigation of robots. The C++ library 'OpenCV ' is released by Intel as open source. A lawn mowing robot could become reality. Find the code in svn . Here you see a experimental video of current state:
